Penn Garvin
President 

Penn is a long-time community activist who has worked in the field of organizational development and mediation. she has worked in a variety of communities to help develop leaders, and to strengthen community groups and organizations. Her present focus is on engaging new activists and providing them with the skills necessary to make the social changes this country needs.

Tiffany Stamm
Outreach Coordinator

Tiffany is new to political organization. She is one of the outreach coordinators for ROC. She wants to help others learn that their views, opinions, and voice matter in their community. Too often, she has heard people say, “I don’t vote because I don’t understand that stuff” or “I don’t have time to worry about politics.” Tiffany wants to help teach basic information about government, elections, and social change. But she also understands that people are busy; She has helped create the ROC teaching modules which are short 4-5 minute youtube videos that ROC members can watch at their own pace. In doing so, she hopes that she can help people gain the confidence they need to help make change in their rural communities. Tiffany grew up in Mifflinburg, PA where she currently lives with her husband Danny and their daughter, Lily. She is a Physician Assistant (PA-C) and one of her main goals as a healthcare provider is to reach and provide care to patients in underserved populations; She works at the Selinsgrove Center which is a home for patients with intellectual disabilities.

Felicia Baker
Outreach Coordinator

Felicia Baker grew up in Mifflinburg, Pennsylvania and has recently entered the world of community organizing. Felicia obtained her bachelor's degree in psychology from Lock Haven University. While at LHU, Felicia and her sister co-founded the university's branch of The American Association of University Women (AAUW). This group organized events to spread awareness and promote gender equality in education, economic security, and leadership. Felicia is currently an occupational therapy assistant at Geisinger Medical Center. She uses adaptability to help her patients regain strength physically and mentally as they work towards their highest level of functional independence. She is an outreach coordinator for ROC and is in charge of creating ROC's newsletters as well as managing the group's social media platforms. She is excited to help others get excited about ROC's work in our community!
